In 2001, the State Forestry Administration established a forest certification department under the base of science and technology development. In July of the same year, the China Forest Certification Leading Group was set up, with Jiang Zehui, a member of the Party Group of the State Forestry Administration and the Chinese Academy of Forestry as its leader. The subordinate unit is responsible for forest certification operations in detail, marking the official start of China's forest certification system construction operations, and the first meeting was held in September of the same year to determine the direction of forest certification operations;
In 2002, the State Forestry Administration began to arrange discussions and draft the "Chinese Forest Certification Standards". In the same year, the State Forestry Administration and the Chinese Academy of Forestry are preparing to build China's certification organization Zhonglin Certification Base;
In 2003, the "Resolution of the Central Committee of the Communist Party of China and the State Council on Accelerating the Development of Forestry" proposed "accelerate forest certification, and quickly integrate with the world", which greatly promoted the development of forest certification in China;
In 2004, forest certification operations were included in the central financial budget;
From 2005 to 2006, a batch of pilot forest certification projects were launched;
In 2007, the forest operation and production and sales chain certification specifications were announced;
