Question 3: What is IECQ-HSPM?

RoHS and WEEE are two environmental protection directives issued by the European Union in 2003. The content controls the management of environmental impacts of electrical and electronic products during the production and disposal stages. RoHS controls products that contain a relatively large amount of hazardous substances in the production stage, while WEEE controls the rate and method that products must be recycled in the waste stage.

WEEE is more regulated than RoHS: medical equipment (Medical equipment system), monitoring and control equipment (Monitoring and control instruments) and other two major categories of electrical and electronic products.


Question 6: What is HSF?

HSF stands for Hazardous Substance Free, the reduction and exemption of hazardous substances (or non-hazardous substances). Many green environmental protection directives have HSF requirements.


Question 7: What is EIA/ECCB-954?

EIA is the Electronic Industries Alliance, the Electronic Industries Association, one of the American electronic industry standard setters. ECCB is the Electronic Components Certification Board, the American Electronic Components Inspection Committee. It is an accreditation body in the field of electronic and electrical appliances in the United States, which is equivalent to my country's National Inspection and Accreditation Supervision and Administration Commission (CNCA).

The full name of the CIA/ECCB-954 standard is Electrical and Electronic Components and Products Hazardous Substance Free Standard and Requirements. This standard was promulgated in March 2005 and is one of the reference standards for the IECQ-HSPM system audit.


Question 8: What is QC 080000?

QC 080000 is the technical standard number within IEC. QC 080000 is the current implementation standard of IECQ-HSPM system audit. This standard is written by the IEC on the basis of the EIA/ECCB-954 standard, so it is one of the international standards of the IEC system. The second edition of the standard was promulgated in October 2005, and once promulgated, it became the implementation standard of IECQ-HSPM. Enterprises must meet all the requirements of the QC 080000 standard and pass the audit of the IEC authorized supervision agency (Supervising Inspectorates, SI) before they can pass the IECQ-HSPM system inspection and obtain the inspection certificate.


Question 9: What is SI?

SI stands for Supervising Inspectorates, an authorized inspection agency. It is an organization authorized by IECQ to conduct all quality assessment activities within the IECQ system. At present, only 9 institutions in the world have obtained the qualification of IECQ supervisory agency.


Question 10: What is the relationship between QC 080000, EIA/ECCB 954, RoHS and WEEE?

The relationship between IECQ-HSPM and QC 080000 standard is similar to the relationship between ISO quality management system and ISO9001:2000. IECQ-HSPM is the general name of the hazardous substance process management system, and QC 080000 is the implementation standard for the system audit. The QC 080000 standard is based on ISO9001:2000, not on the basis of ISO14001 as we might think. Because the system requires that EU regulations and customer requirements are defined as product quality-related characteristics, ISO9001:2000 can better ensure compliance with EU regulations from the perspective of process management and systems. QC 080000 clearly pointed out at the beginning that this standard is a supplementary requirement based on the current ISO 9001:2000 standard, in order to achieve a complete, systematic and clear management and control process, so as to achieve the goal of non-hazardous substances. QC080000 is based on ISO 9001:2000. These two standards and management systems are completely compatible. This can be seen from the correspondence between the terms of QC 080000 and ISO 9001:2000 and the terminology. The ISO9001:2000 organization has been implemented, and the hazardous substance process management system can be established on the basis of ISO9001:2000 based on EIA/ECCB-954 and passed the QC-080000 IECQ-HSPM audit.

                            

Question 14: Is the audit process of IECQ-HSPM QC 080000 the same as ISO 9001?

Yes. The factory inspection process is very similar to ISO 9001, and both include document review and on-site audit during the first factory audit. As long as all the found non-conformities are improved, the auditor will issue an audit report and recommend certification. The certificate is valid for three years. After the certificate is issued, a regular supervision and audit will be carried out every year, and the certificate will be renewed every three years.


Question 15: What is the relationship between IECQ-HSPM QC080000 and ISO 14001?

QC 080000 is based on ISO 9001, not ISO 14001. However, like the relationship between ISO 9001 and ISO 14001, although the management philosophy is based on the PDCA cycle, the specific terms and requirements are slightly different. During the implementation of QC 080000, companies can use some of the essentials of the ISO 14001 environmental management system to supplement the deficiencies of ISO 9001 in the control of hazardous substances.


Question 16: In the implementation of IECQ-HSPM QC 080000, is it required that all products of the company must be free of hazardous substances?

no. Although QC 080000 is aimed at reducing and exempting hazardous substances, this standard does not require all products of the company to be non-hazardous. For example, companies can produce RoHS/WEEE-compliant products for export to the EU market, and at the same time produce traditional products for sale in markets that do not require RoHS/WEEE directives. However, all products containing hazardous substances must be strictly distinguished from products that do not contain hazardous substances to protect them from mixing or mutual contamination, and customers must be informed about the status of hazardous substances. This point is emphasized in IECQ-HSPM QC080000.
