ICTI is the abbreviation of the International Toy Industry Association. The association was established in 1974 and it includes toy trade associations in 20 countries and regions. Because 80% of toys produced in China are sold to Western countries, it has become the focus of the association. With the successful completion of the ICTI certification audit, the factory will be awarded an ICTI certification to show that it complies with the provisions of the above-mentioned code. Members include Australia, Brazil, Canada, China, Chinese Taipei, Denmark, France, Germany, Hong Kong, Hungary, Italy, Russia, Spain, Sweden, the United Kingdom and the United States.

One of ICTI's requirements is to ensure that toys are produced in a safe and humane environment. In order to achieve this goal, the BSCI Factory Audit Association has formulated a set of simple, effective and user-friendly audit standards, codes of business conduct and audit protocols for factories. With the successful completion of the ICTI certification audit, the factory will be awarded an ICTI certification to show that it complies with the provisions of the above-mentioned code.

2 certificate


Currently only factories in China require ICTI certification. The levels of ICTI certificates are: Class A, Class A (60-hour workweek), Class B, Class C and observation period certificates; if a factory has been audited by Intertek, it can prove that it has complied with ICTI’s "Business Conduct" Code", it will be awarded this certificate. The ICTI monitoring checklist, guidance documents and "Code of Business Conduct" can be downloaded from the ICTI website below.

6 procedures


COBP is not mandatory, and the application for certification is done on a voluntary basis. The procedure is as follows:


(1) Submit the "COBP Certification Audit Application Form" to ICTI. ICTI has an International Toy Industry Association Asian company in Hong Kong to accept applications, and the location is in the Federation of Hong Kong Industries.


(2) Pay the application fee and the first year annual fee to ICTI.


(3) Submit an application for factory audit to an ICTI accredited audit agency.


(4) Hire a certification consulting company for counseling, and make preparations before accepting the audit.


(5) The audit agency conducts on-site audits.


(6) After the auditing agency passes the audit, it is reported to ICTI, and then the association issues the ICTI COBP certification certificate.


(7) According to the ICTI audit results, it is divided into A, B, C and observation period certificates. Different certificates have different follow-up time.

7 Steps for factories to apply for ICTI certification


1. Since July 2012, factories have registered for ICTI certification. Manual application processing is no longer adopted. All companies must register and apply through the Enablon system.


2. After the enterprise fills in the application information according to the actual information, the system will send the account password to the registered mailbox.


3. Improve corporate information and download icti transparent documents and integrity declarations and other documents, sign and seal them to the system. After paying the icti application fee, wait for ICTI to arrange an audit company


4. During the audit, the factory should reach an agreement with the audit company on the findings. If necessary, corrective measures should be formulated and implemented. After that, the audit company will re-audit the implementation of the corrective measures and collect the resulting Related additional audit fees.


5. If the audit is passed, the audit company will submit the audit report to ICTI.


6. Once the audit report is approved, and after receiving the confirmation certificate fee, ICTI will issue a certificate to the factory through the audit company.


7. After review and verification based on continuous operation, ICTI reissues the certificate every year. All confirmation certificates must be renewed every year.

8 certification standards


ICTI strongly advocates that the operation of toy manufacturers must meet the requirements of legality, safety and hygiene, and advocates that toy manufacturers adhere to three major principles:


One is the "three nos"-no child labor, no forced labor, no prison labor;


The second is the "Four No Limits"-regardless of gender, race, religion, or social affiliation;


The third is that the factory complies with environmental regulations.


Non-member companies produce products for member companies, and the relevant supply contract must also stipulate that the supply company must adhere to these three principles.

ICTI Code of Business Conduct


ICTI’s responsibility is to conduct communication, education and investigations with member companies as the target, so that all member companies abide by ICTI’s Code of Business Conduct. As a chamber of commerce, ICTI will also take actions to encourage local and national governments to implement regulations on wages, working hours, and factory safety and health. Before obtaining the contract, the member company shall have the specified operating conditions, as follows:


1. Labor


Weekly working hours, wages, overtime pay, etc. are in compliance with statutory standards, or (if there are no regulations in this area) working conditions comply with humane, safe and productive requirements;


No persons under the legally lower age of employment are employed to work at any stage of toy production; although 14 years old is the legally lower age of employment in all cases, member companies must comply with the International Labor Organization’s C183 Lower Age Convention ( 1973)” and the “Convention on the Poor Methods of Employing Child Labor (1999)”.


No forced labor and prisoners are employed; workers can leave their jobs on time; security guards are stationed to perform normal security tasks.


All workers are entitled to statutory rights regarding sick leave and maternity leave.


All workers have the right to freely exercise their employee representation rights granted by local laws.


2. Workplace


The toy factory provides employees with a safe working environment and sanitation protection and risk protection that meet or even exceed local laws and regulations;


The factory has proper lighting and ventilation, and the passages and exits are kept unblocked at all times;


Medical assistance is sufficient to deal with emergencies, and the assigned first-aid personnel have been trained in the relevant procedures;


There are sufficient and clearly marked emergency exits, and all employees have received emergency evacuation training;


Safety equipment for effective protection is provided for employees to use, and employees have also received training in the use of such equipment;


The protective device on the machine meets or even exceeds the requirements of relevant local laws and regulations;


The toilet facilities are adequate and meet the requirements of local environmental sanitation regulations;


Equipped with facilities for employees' meals and other work breaks, and formulated appropriate regulations;


If the factory provides a place for employees to live, it must ensure that the dormitory rooms and sanitary facilities meet basic needs, are well ventilated, and meet the requirements of fire protection and other local regulations;


No mental or physical punishment will be imposed.


3. Compliance


The purpose of this specification is not to impose penalties, but to establish a performance standard to educate and encourage manufacturers to make commitments to responsible production activities;


To determine compliance with this code, member companies need to inspect their own and contractor’s factories. Member companies will review all accounts and records, conduct on-site inspections of the factory, and require their contractors to follow the same approach to review their subcontractors;


Each manufacturer or its contractor must sign an annual report on compliance with this specification.


The toy production contract should stipulate that any failure to comply with this specification or the implementation of the corrective action plan for too long is a breach of contract, and the relevant contract can be cancelled accordingly;


Based on the variety of toy types, production methods, the size of factories and the number of employees, this specification has three appendices to provide guidance for judging compliance. The practicability of the provisions should be determined based on the principle of reasonableness;


This code should be translated into local languages, posted or made available to all employees for review. Many countries believe that prisoner service is an important process of criminal rehabilitation. While some countries prohibit or restrict the import of goods produced by labor prisoners, this regulation prohibits the export of such products to these countries.

12 Fees


The new charging standards mainly have the following points:


1. ICP will no longer charge an administrative fee of US$100 from the audit fee (person/day);


2. The audit fee (person/day) will be reduced;


3. The fees for large and small factories will be uniform, and the overall charging standard will be simpler;


4. The registration fee (first application, annual application and observation period) and the certificate fee for the observation period will be increased;


5. Fees will be charged for CAP assessment and written review;


6. The current charging standards are still applicable to factories that have made or completed the annual registration application and paid the registration fee before January 1, 2013.
