RoHS is a mandatory standard established by EU legislation. Its full name is "Restriction of Hazardous Substances" (Restriction of Hazardous Substances). The standard has been officially implemented on July 1, 2006, and is mainly used to standardize the material and process standards of electronic and electrical products, making it more conducive to human health and environmental protection. The purpose of this standard is to eliminate lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers in electrical and electronic products (note: the correct Chinese name of PBDE refers to polybrominated diphenyl ethers, which is a false statement ) There are 6 substances in total, and it is emphasized that the content of cadmium cannot exceed 0.01%.


New European Directive


(ROHS Directive) 2011/65/EU


The European RoHS 2011/65/EU requires 6 items to be tested, and the directive takes effect as the RoHS directive.


RoHS testing items include lead (Pb), cadmium (Cd), mercury (Hg), hexavalent chromium (Cr6+), polybrominated biphenyls (PBBs) and polybrominated diphenyl ethers (PBDEs).


Regarding projects such as DIBP, BBP, DBP, DEHP, etc., the directive only mentions whether it is included in the follow-up priority assessment and does not require manufacturers to conduct inspections.

The European Parliament and the European Commission issued the "Waste Electrical and Electronic Equipment Directive" (referred to as the "WEEE Directive") and the "Directive on Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment" in their "Official Gazette" on February 13, 2003. Referred to as "RoHS Directive")


The "RoHS Directive" and "WEEE Directive" stipulate that there are 102 kinds of products in ten categories that are included in the management of hazardous substances restriction and scrap recycling. The first seven categories of products are my country's main export electrical products. Including large household appliances, small household appliances, information and communication equipment, consumer products, lighting equipment, electrical and electronic tools, toys, leisure and sports equipment, medical equipment (except implanted or infected products), monitoring and control equipment ,vending machine.


On December 3, 2008, the European Union issued the proposed amendments to the WEEE Directive (2002/96/EC) and the RoHS Directive (2002/95/EC). The purpose of this proposal is to create a better regulatory environment, that is, simple, understandable, effective and enforceable regulations. The main contents of the RoHS Directive revision are:


1. The legal terms have been changed, and the scope and definition of the directive have been clarified;


2. Introduce the CE mark of the product and the EC declaration of conformity;


3. Include medical devices, control and monitoring instruments into the scope of the RoHS directive in stages;


The restricted six hazardous substances have not changed, but four substances-diisobutyl phthalate (DIBP), phthalic acid (2-ethylhexyl ester) (DEHP), butyl benzyl phthalate (BBP) and Dibutyl Phthalate (DBP)-Priority evaluation is required to determine whether to include restricted substances in the future


RoHS scope:


Only for new products launched on the market on July 1, 2006.


Including household incandescent lamps and light sources.


Should not violate special directives or regulations concerning safety and health requirements——Vehicle ELV, Automotive Directive; Battery Directive, 91/157/EEC,93/86/EEC&98/101/EC


Excludes: medical equipment or monitoring equipment (WEEE Directives 8, 9); repair spare parts that were put on the market before July 1, 2006; and reused products that were originally put on the market before July 1, 2006.


Restricted toxic substances:


·Heavy metals:


--Lead lead;


--Mercury;


--Cadmium;


--Chromium (VI) hexavalent chromium.


·Some brominated flame retardants:


Polybrominated biphenyls – Polybrominated biphenyls (PBB’s);


Polybrominated diphenyl ethers (PBDE’s).


The higher limit indicators are:


·Cadmium: 0.01% (100ppm);


·Lead, mercury, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers: 0.1% (1000ppm).


Six types of hazardous substances


RoHS targets all electrical and electronic products that may contain the above six hazardous substances in the production process and raw materials, mainly including: white household appliances, such as refrigerators, washing machines, microwave ovens, air conditioners, vacuum cleaners, water heaters, etc., black household appliances, such as audio and video products , DVD, CD, TV receiver, IT products, digital products, communication products, etc.; electric tools, electric electronic toys, medical electrical equipment.


1. Lead (Pb) Examples of using this substance: solder, glass, PVC stabilizer

2. Examples of mercury (Hg) (mercury) use of this substance: thermostats, sensors, switches and relays, light bulbs

3. Cadmium (Cd) Examples of the use of this substance: switches, springs, connectors, shells and PCBs, contacts, batteries

4. Hexavalent chromium (Cr 6+) Examples of using this substance: metal anti-corrosion coating

5. Polybrominated biphenyls (PBBS) Examples of the use of this substance: flame retardants, PCBs, connectors, plastic shells

6. Polybrominated diphenyl ether (PBDE) Examples of the use of this substance: flame retardant, PCB, connector, plastic housing
