FSC forest certification, also called timber certification, is a tool that uses market mechanisms to promote sustainable forest management and achieve ecological, social and economic goals. FSC forest certification includes forest management certification (Forest Management, FM) and chain of custody certification (Chain of Custody, COC). Forest management certification, also known as sustainable forest management certification or FSC forest certification for short, is aimed at forest management units. An independent third-party FSC forest certification agency is responsible for forest management standards in accordance with recognized principles and standards. The process of reviewing the performance of forest management and FSC certification to prove that it meets the requirements of sustainable management. The production and marketing chain of custody certification is to appraise the entire chain of wood processing enterprises, including the entire chain from log transportation, processing to circulation, to ensure that the final product originates from a certified, well-managed forest. After passing the certification, the company has the right to mark the name and trademark of the certification system on its products, that is, the label for forest product certification. In the past 20 years, human deforestation and poor management of forests have caused widespread forest decline, leading to a lack of global forest resources and deteriorating ecological environment. PEFC certified humans’ living space has been seriously threatened. It is generally believed that the root causes of forest problems are policy errors, market failures and imperfect institutions. The international community, governments and non-governmental environmental protection organizations have expressed greater concern about this and have taken a series of actions: (1) National policy reform. Some countries have formulated and implemented basic policies for the transition to sustainable forest management, set out to solve problems in forestry, and gave priority to forestry development and environmental protection. (2) International intergovernmental process. Through international intergovernmental processes, CARB certification encourages and promotes the sustainable development of forestry at the national level. But the effect is not obvious. In recent years, the U.S. has increasingly strict requirements on imported wood products. The amendment to the Lacey Act that came into effect on September 1, 2010 stipulates that all wood products, live plants, bulbs, wood pulp, paper, paper products, musical instruments, furniture and other forest products exported to the United States must be marked with wood Type and source, BSCI certification, otherwise the United States will refuse to enter these products, and illegal products will be confiscated. Coincidentally, the "Country of Origin Labeling Law" passed by the European Union at the end of 2010 will come into effect on March 3, 2013. The bill requires that wood products imported into the EU market must have an FSC "identity card", which proves that the wood purchased by the manufacturer is produced in a legally developed forest. “The bill passed by the European Union is similar to the previous Lacey Act introduced by the United States. Both are designed to ensure that buyers clearly know the origin of imported raw materials sold in Europe. However, organic certification is due to the logs purchased by some domestic companies. There are more or less illegal logging problems with wood products, and it is more difficult to obtain forest certification. Therefore, these companies have considerable difficulties in issuing certificates." The assessment was carried out under the arrangement of the FSC certification company. The main contents of the evaluation are: 1. Product identification; 2. Product separation (certified and non-certified raw materials); 3. Establishing files (including records); 4. Training and staff information; 5. Selection of the company's applicable system; 6. Confirmation of product group; 7. Correct use of FSC logo and trademark.
