The British Health and Safety Executive's research report shows that the losses caused by factory injuries, occupational diseases and preventable non-injury accidents account for about 5-10% of the profits of British companies.
The laws and regulations on occupational safety and health in various countries are becoming more and more stringent, and the protection of personnel safety is increasingly emphasized. Relevant cooperation measures have been launched one after another, and the requirements of various parties on the workplace and working conditions have increased.
For enterprises, occupational safety and health are due to social morality and legal responsibility. All kinds of enterprise organizations are increasingly concerned about how to control the various hazards and risks caused by their operations, products or services to their employees, and are considering incorporating the management of employee safety and health into their daily management activities.
Based on the above factors, the British Standards Organization took the lead in the world to formulate guidelines for occupational safety and health management systems (BS8800: 1996). Many companies use this guideline as an outline to establish occupational safety and health management systems.
Developed countries in the world establish their own standards:
-1996 The UK promulgated BS8800 "Guidelines for Occupational Safety and Health Management System".
-1996 The U.S. Industrial Hygiene Agreement established a guiding document for the "Occupational Safety and Health Management System".
-1997 Australia/New Zealand proposed the draft "General Guidelines for Occupational Safety and Health Management System Principles, Systems and Supporting Technologies".
-Japan Industrial Safety and Health Agreement (JISHA) proposed the "Occupational Safety and Health Management System Guidelines."
-Det Norske Veritas (DNV) formulated the "Occupational Safety and Health Management System Audit Standards".
-In 1999, 13 organizations including the British Standards Institute (BSI), Det Norske Veritas (DNV) and Swiss General Verification Group (SGS GROUP) proposed the Occupational Safety and Health Evaluation Series (OHSAS) standards, namely OHSAS18001 "Occupational Safety and Health Management System— -Specification, OHSAS18002 "Occupational Safety and Health Management System-OHSAS18001 Implementation Guide".
-October 1999 The State Economic and Trade Commission of China promulgated the "Trial Standards for Occupational Safety and Health Management System" (the content is basically the same as OHSAS18000, referred to as OSHMS).
-In 2001, the International Labor Organization (ILO) issued the "Occupational Safety and Health Management System Guidelines" (ILO-OSH 2001).
-On November 12, 2001, the General Administration of Quality Supervision, Inspection and Quarantine of China issued the "Occupational Health and Safety Management System Specification (abbreviated: OHSMS), which was implemented on January 1st by GF 2002RH.
